New Law
P.L. 2014‚ c.58 (effective January 1‚ 2015)‚ candidates will no longer be required to file a duplicate copy of any campaign report with the county clerk. In addition‚ each county will be required to provide on its website a link to the Election Law Enforcement Commission’s website (www.elec.nj.gov) for the purpose of providing public access to all campaign reports required to be reported with the Commission.

Form A–1 Candidate Sworn Statement – Single candidate spending nothing or $6‚900 or less.
Form A–2 Joint Candidates Committee–Sworn Statement – Two or more candidates spending nothing; Two candidates spending $13‚100 or less; or Three or more candidates spending $18‚700 or less.
Form C–1 Supplemental Contributor Information – To report contributions in excess of $300 and any currency or for 48–hour contribution notices. Up to 3 entries.
Form D–1 Single Candidate Committee Certificate of Organization and Designation of Campaign Treasurer and Depository

Form DX Designation of Deputy Treasurer and Depository
Form E–1 Supplemental Expenditure Information – To report 48–hour expenditure notices. NOTE: A candidate is not required to file 48–hour expenditure notices to report activity for their own campaign.

This manual is not for reporting by a candidate but is used for reporting by a political committee in existence for only one or two elections‚ such as a public question committee. If you have any questions concerning whether your group should report as a political committee‚ please contact the Compliance staff of the Commission at (609) 292–8700.
