  • What is ELEC?

    Established in 1973‚ ELEC monitors the campaign financing of all elections in the State. Whether the election is for Governor or Mayor‚ member of the Legislature or a City Council‚ candidates and campaign organizations are required to file with the Commission contribution and expenditure reports.

Party or PAC Forms

D-3 - Designation of Treasurer and Depository used by Political Party Committees and filed no later that July 10th of each year.

D-4 - Continuing Political Committee Registration Statement and Designation of Organizational Depository filed by Continuing Political Committees at the time the committee first registers.

D-5 - Legislative Leadership Committee Registration Statement and Designation of Organizational Depository filed by Legislative Leadership Committees at the time the committee first registers.

D-5N - Legislative Leadership Notice of Membership is filed by a Legislative Leadership Committee and contains information concerning the members of the committee.

A-3 - Committee Sworn Statement is filed in lieu of the long Form R-3. The Form A-3 is due on January 15th of each year and can be filed by any PAC that plans to expend $6300 or less in a calendar year.

R-3 - Form R-3, Receipts and Expenditures Quarterly Report is filed by all PACs expending more than $5500 in a calendar year and is filed on the 15th of April, July, October and January of each year.If the 15th falls on a weekend or holiday, the next business day becomes the filing date.

C-3 - Supplemental Contributor Information is filed by PACS filing the Form A-3 that have contributions exceeding $300 in the aggregate from one source and is filed at the four quarterly reporting dates:the 15th of April, July, October, and January.

48-HR - 48-Hour Notice of Contributions, Supplemental Contributor Information, filed by PACs to report contributions in excess of $1400 in the aggregate from one source required at certain times before an election.

48-HR - 48-Hour Notice of Expenditures, Supplemental Expenditure Information, filed by continuing political committees to report expenditures in excess of $1400 made after the close of the April 15th or October 15th report but before and including the date of the primary or general election in which the PAC is participating.

IND - Independent expenditure filings.

COC-B - Certification of Consent to Service of Process and Submission - Bank Information.

COC-C - Certification of Consent to Service of Process and Submission - Committee Information.
